Turnout in the state of Sonora was below the national average. According to official data, the percentage was less than 10 percent, and the numbers indicate a favorable outlook for three candidates: two women and one man, who are vying to become Supreme Court justices.

Public data indicates that a total of 215,300 people cast their votes, representing 9.26 percent of the list of those eligible to vote.

This low percentage is a headache for Alfonso Durazo in the Morena primary, which aimed to exceed 15 percent turnout. Criticism of the governor of Sonora was swift, especially after his unofficial leave of absence of more than a month due to a health issue that was never clarified.

But he is not the only governor who will receive some punishment from the National Palace. In general, all the northern states raised a red flag regarding these Obradorist processes: if the judicial reform didn’t receive massive support in any state, in the border states, one could directly speak of resistance.

The First Instance Courts are distributed throughout the state, and each one hears only cases corresponding to its assigned area, known as Judicial Districts.

On the other hand, the Regional Courts act as Second Instance bodies. These courts are responsible for resolving appeals filed against sentences handed down by First Instance judges for less serious crimes such as theft. Each Regional Court has jurisdiction over a set of districts grouped into what are known as Judicial Circuits.

Sonora has three judicial circuits. The First Circuit, based in Hermosillo, covers the central region of the state and has two Regional Courts. The Second Circuit, located in Ciudad Obregón, covers the southern region and has one court.

The Third Circuit, in Caborca, covers the northern region, also with a single court. Additionally, Hermosillo is home to the First Unitary Regional Circuit Court Specialized in Justice for Adolescents, focusing on this population.

The Regional Circuit Courts are made up of three judges. To apply for this position, candidates must meet the same requirements established for a Supreme Court justice, in addition to other criteria established by the Organic Law of the State Judiciary for the Judicial Career.

These judges are supported by a court clerk and other judicial officials. One of them is appointed as president, a position held for one year, with the possibility of reelection.
